Hitei wasn't out for revenge or anything close to that. She was following Shikizaki Kiki's plan to restore history. Though being how she is, she wasn't too bothered which way it went.
She was even kind enough to offer her head to Shichika as repentance for Togame. She didn't have to but she did.
Togame's Wild Ride should really be the title for the show.
Also she got them information where the swords are. It wasn't like Hitei was saying. "Hey, go murder a bunch of people." Around the middle when Shichika developed a conscience the murders relatively stopped, Hitei never had a complaint about that.
Also Episode 12 Shichika isn't justified. He understands the moral concepts behind murdering people and what not.

Avenging your family at the cost of so many people isn't exactly just. With few exceptions, all of Togame's antagonists in Katanagatari are sympathetic and didn't really deserve their fates. Even if she succeeded in the rebellion her father put forward, it would only lead to even more suffering and serve no end beyond her own ambition. There is a part in episode 12 done entirely in Kanji which pretty much spells out the moral of Katanagatari. Which is that we only see Togame and Shichika as the heroes because we know history from their perspective. But if you take it from the perspective of those they fought, then they would appear as murderous villains traveling the country to steal heirlooms so that they might destroy the government. From that perspective, Hitei ordering Togame's assassination is just retribution. Togame accepts this fact on her deathbed, and Shichika also does when he opts not to murder Hitei when given the chance.

The fact that he had no motivation was the point of his character. He was a sword, the last and most perfect of Shikizaki's creations. Swords don't choose, and they don't kill, they just cut. "Developing morality" was actually a step back for him, but it was a necessary part of his forging; the development of his relationship with Togame was like a delicate process of differential tempering after the initial hardening provided by his father's training, with her death as the final quench.

He doesn't even want to leave the island at the start, but after hearing Togame's crazy resolve, he decides to go, practically without question.
His resolve is only really brought up in ep 3 with Meisai where he half-mindedly says he fights for Togame and ep 10 with Rinne where his resolve and "feelings" for Togame are absolute.
Then in the end believes he was only fighting for himself under Togame's orders because of his "feelings" for her, but he now fights to die since Togame is gone, ignoring her order that he should live. Even in the epilogue he's just traveling the world to spread the good word of cheerio.

This story was a story of the MC's development as a human. In the beginning he's a weapon AND a tool of "fate". he has a choice to make, does he kill the woman who ultimately killed togame a woman just as imprisoned by fate as the MC, or does he kill the shogun, who bares just as much responsibility for togame's death in his own way. Note: the MC is not contemplating killing the shogun to fulfill "fate", his motives for attacking the castle and killing the shogun were 100% personal.

He chose to spare the person who, unlike the MC slavishly was entrapped by fate. by sparing her and killing the shogun he freed her from her fate, AND because it wasn't done because it was fated, but because he WANTED to he broke the chains fate held on himself.
The significance of the ending was He has chosen to map japan, which was something togame and him talked about doing after they were done gathering the swords. He's honoring her. The princess however, with nothing left has chosen to follow the MC for no other reason then she was just as empty as he was at the start of ep 1. She had no purpose, she was a tool of fate and with nothing left she chose to tail around after the MC. note the power difference in the relationship. it's almost EXACTLY the opposite of when togame and the MC left on the trip. He's the boss and she's the baggage. She had no reason to explore/map japan, in a way she has as much to do with the MC's journey as the MC had to do with Togame's at the beginning.
The ending is about hope for the future. two empty people, learning to LIVE life, on a potentially lifelong journey. It's an ending celebrating the vibrancy of life and limitless possibilities. 10/10
