So basically some attention whores are trying to "improve" their "community" by doing absolutely nothing and just telling people to express their opinion?
>>
Not anime or manga.
>>
>we want people to give their own opinions without the fear of negative backlash

So basically, a hugbox.

I think it's more like "give your opinion without fear of the eventual backlash" rather than a hugbox. I feel /a/ is the only place where you can discuss anime like that, even when this is still kind of a shithole like any other anime community. I think they're trying to tell normalfags to discuss stuff and form their own opinion rather than follow what everyone else says, which is pointless, because they're normalfags discussing anime.

If they never reach a conclusion of the subject discussed it's really a hugbox. Also discussion somewhat actually works on the whole imageboard due to people always disagreeing (even when they actually agree) rather than having fear of beign wrong.
