Some people bet for the meta pandering, what gave birth to franchises like Haruhi Suzumiya and Code Geass. Others think it was the grim twist on popular tropes, what inspired Guilty Crown, Madoka and others.

Ikuhara is making a very self-concious show, one of the main themes are panties and one character has big tits for making oppai mousepads. He probably want to follow Anno's steps of making a cartoon about mechas and bishoujos with a lot of fanservice but with a twist. The question is if Ikuhara is really willing to compromise with the project, Anno himsef couldn't do it on rebuild (see the curse of Evas), also if Ikuhara is able to make it dark in an organic way instead of shock value.

I don't think you should try to put too many words in his mouth. Gundam also works for his point.

That is true, but at the same time, Evangelion had its own characteristics and played a different role. It wasn't the Gundam of its day, but a show that reflected its time and place as well as Anno's mental state.

Indeed, but as you can see with the shows that have respectively tried to ape them in the following years, this isn't a sure-fire formula for success. If your show is already too bad or too bland, meta-pandering won't save it, not even commercially speaking.

In a way, a lot of that's been done before. It's almost a throwback to the years of the ultra-violent OVAs that had tons of dark takes and grim darkness, except now it's made for a TV audience instead.

Writing problems arose in Penguindrum because after the Touhoku earthquake, Ikuhara decided to change the focus of the series from the Tokyo Sarin Attacks to family, and it's still an interesting and competent show.
I don't think Enokido needs to be on all of Ikuhara's projects for them to turn out well, and I trust Yuri Kuma Arashi will be excellent because I have faith in Ikuhara.
