It depends on the expectations of the sponsors. They make money selling rights to the IP to all sorts of merch and gambling companies so it is going to come down to a cost/return ratio. Captain Earth was absolute shit, shippers just latched onto the forced romance and many niggaboos loved it for the brown girl. The problem is that it suffered from bad BONES writers an direction. It tried to pander to too many groups (one heroine kept trying to point out how the MCs seemed to be homo for each other) and do too many things (stupid Salty Dog nonsense, disjointed villain backstories). Why they even bothered to reference Midsummer Night's Dream was completely unclear, other than borrowing names. Of course, we got served up with a steaming pile of shit BONES ending, but everyone knew that was coming.

Tomino maybe doing one of his frustrating dive-in with no clear narrative starts, but he's going to have to actually work hard to be worse than Captain Earth.

Also ufoTABLE is one of those companies that is largely subsidized.
