So of course he can beat him.
Yamcha: can fly, shoot ki, sense energy, destroy buildings in a single punch

Batman doesn't deal in power levels.
He has some technology at his disposal, and that's it. Which means he's at best the same level as Mr. Satan, who went through similar standard Earth style training.
Yamcha's power level was about 1200 before Vegeta Jr. killed him. Batman's is around 200, but with his wits and tech he could probably handle opponents in the 250-300 range.
So if you put them in an area, Yamcha is winning hands down. In an urban area with the batmobile and flying thing and all Batman's non lethal weapons, Yamcha is still winning but he's not the most intelligent thing on 2 legs so it's going to take a while.

If it was on the spot, batman would lose quickly. There's limits to how far smarts can get you; knowing about a situation and being able to do something about it are different things.
Knowing Bats though he would pull some convoluted gambit beforehand where he gets someone involved that CAN beat yamcha, like how he manipulated the joker into inadvertantly saving him from a pinch once.

Yamacha is the strongest man alive, but batman is pretty smart while yamcha is dumb.
So yeah batman could take him.
Could Batman outsmart Yamcha? Easily. Could Batman take Yamcha in a head on fight? No.
Then again, Batman can't take a lot of the opponents he has defeated in a head on fight. Batman doesn't always rely on brute strength, and he has definitely beaten entities far more powerful than he is, and arguably far more powerful than Yamcha ever was.

Who's writing the story? You know what, I'd be willing to bet that even if Toriyama were writing it he'd still find some method of making Yamcha lose.
Batman is the main character of his work. The writer will suck him off too hard to write him as defeated.
I'd say Yamcha, Tien, and Krillin are all wrestling for the spot, with the differences in their powerlevels being so marginal that it hardly matters and is primarily dependent upon circumstance and strategy as to who of the three would win.
