Regarding Tohsaka having the Gandr, it only showed up from Tokiomi afterwards.
The third war featured one of the Edefelt sisters being defeated by a Tohsaka. One of the sisters never returned home.
Magically, the next generation of Tohsaka had Gandr, the speciality of the Edefelt clan.
It has also been stated that Tokiomi's mother was a foreigner.
Piece that together however you like.

the source material does not make this clear, The Tohsaka could just as easily gotten the gandr by studying their copy of the Edelfelts crest and integrating whatever they could from it. any magus can do this if they get their hands an a crest, bloodline or no.

some of the side stories make clear there is a market for crests, and by studying them you can potentially replicate the mysteries contained in them. thats why Keri destroied the crest of one sealing designate, despite the money it was worth, he didnt want anyone to create such abominations ever again, and the knowledge needed to do so was all in the crest

that's exactly what you do, your spell are inscribed into the crest with the magic circuits every generation,so if 4th or 5th generation Tohsaka figured out gandr it can be passed down in the crest.

It doesn't cost him anything to rain down NP's once the gate is open, it barely costs him anything to open the gate, the only thing it does tend to be pricey towards is if he pulls out NP by NP and uses their abilities like he did in Fate or when he uses Ea. Shooting them out costs nothing, but actually using them costs a bit.

It's said that in ten years Gilgamesh didn't really get around to doing anything with those kids, since he spent the entire time in between war in child form which didn't really cost mana. That really was just Kotomine's side project, that he whipped up some results from right before the next war because "Hey, why not".

Counter Force can react to people attempting to reach Akasha, but is powerless to stop them if they open a path to it. In which case they'll just disappear anyway.

It wasn't corrupting, part of his NP was the ability to turn anything into his weapon. If he gets a hold of something it qualifies as his weapon and functions as though it is a noble phantasm of his.
Depends on if the binding of the artifact was to his body or his soul. I'm not sure if they ever specify which it is. One would imagine soul, since that was a fuckhuge sheath so there's not really any place to put it that doesn't kill you.

I dunno, Caster does say a talent like Sakura's is rare even for her time, and she did survive becoming the grail. It's just that we often never see her trained right, she is trained by people who aren't magi, she is trained by magi who don't care to make her better (Zouken), or she
trains herself and ends up taking in Rin's granddaughter as an apprentice.
But we never find out what she can really do when given the chance to learn the right way. But think about this, she was able to use AM in spectacular ways from hours of attuning herself with it, when most people would be comatose or dead from being essentially a grail made with duct tape.
That, and in H/A after only six months of being freed, she has a mystic code, and already has ways of mitigating the issues that built up in her body for ten years.
I'd say give her a few years of getting back on her feet with a decent tutor and then say something.

Sakura's affinity was "Imaginary Numbers", which basically equates to "rape spirit beings up the ying yang (haha, guess what servants are, lol)". That's why she had such control over AM and could just absorb servants, even Gilgamesh. She was the perfect counter to such beings, naturally situated to control or destroy them.
Although there was some weirdness where Zouken's incredible stupidness had her reset to water or something stupid, but I could never figure out how that made any sense (since in HF it's all about her Imaginary Numbers).
It's otherwise said in HF that Sakura, in her base specs, is the equal of Rin. That was the entire basis of Rin's strategy with the gemmed sword, after all: that Sakura had essentially infinite mana, but she could only use as much as her own circuits would allow at any given time, which was the same that Rin could manage. So all Rin needed was her own supply of essentially infinite mana and she could reduce the battle to strategy/stalemate.
God had other plans for him. So no dying until that was done with. And his plan for him was to sit around, hench for Arthur, and wait until some AIDS-riddled Jesus-knight came and usurped his position as best dude at everything. Once that happened he started jobbing pretty hard.
It wouldn't matter because no one knows he has it in him, and I doubt they'd find out without having an inkling it's there.

What the Shadow does in HF is essentially using Sakura's powers, and it makes itself really strong against just about everyone. She could plant people in alternate dimensions where time had no meaning, as seen in a lot of bad ends with the Shadow, and was used as a joke in a AATM drama cd comedy scene where she punished Rider for public indecency by holding her in there on time out. Plus those draining spears that people call tentacles. As well as being able to make clones through her familiars and restrict others.
She is essentially a magic hybrid that can use both water and imaginary numbers with the inclination of both the Tohsaka and what she gleans from the Makiri, but isn't able to use her original element as well if she was trained naturally. She is made into a patchwork design.
Her and Rin have the same output and capacity, the rest is just actual understanding of their powers. Sakura explains it when she talks to Shirou about her magecraft, she was brought up to work magic like breathing instead of formal education, which has pros and cons. Pros is that abilities she has that she is unaware of she can use based on feeling it out. Cons are that she doesn't have full understanding of the mechanics, so when evaluated by an academic like Rin, she gets "great talent, extremely simplistic".
