Well, originally, he could use the excuse he wouldn't be sure if it would last long enough for them to accomplish what he needed from them.
Now, though, I dunno what his excuse could be.
Because the plot would then center around Lelouch trying to Geass as many people as possible which would become very predictable, rather than him using non-generic tactics to make the show interesting.

An in-show explanation would generate plot-holes. He can Geass people into forgetting stuff, he can also Geass people into being loyal to him. Or he can just Geass people into "YOU WILL HATE BRITANNIA NOW", "YOU'RE GOING TO LOVE ME" or the like. Then again, it's fucking Sunrise.

If he made many unnecessary connections its possible that Britannia would be able to track him down, as even if you have reliable servants there's no assurance that their actions can't be traced back to you. You command your minions to do small, yet strategically important things rather than "lol chaos against Britannia."
I kinda came to the conclusion that Lulu's Geass works like F/SN command spells in that a person has a chance to resist it based on how general the command is and how much it goes against what they want to do. Euphie managed to put up a fight against Lulu's Geass because it was something she'd rather die than do, as an example of the latter, and it seemed like his rather vague one-word command of "survive" was shrugged off by Suzaku as well in episode 25, but maybe that's more due to the specifics of the command (it basically just restricts him from doing something that he *knows* will kill him, it seems) than the generality of it. Alternately VV could have dispelled it off of him.
It's possible he just outright doesn't want to risk the possible consequences/side-effects of such a massive command as "do whatever I say from now until you die." Something that huge could cause brain damage, make them unable to do *anything* without a command from him, or something along those lines.
It's possible that he'd give the 'wishing for more wishes' loophole a try if he absolutely needed to, but up until now the more specific commands have been suitable for the task, so he hasn't found the need to risk the consequences of basically turning someone into a permanent slave.
1) His GEASS does not permit additional input, once he's given a set of commands it's a done deal. He can't get people to be loyal to him because that involves multiple periods of giving orders.
2) He's trying not to make himself noticable (Hint: think Death Note). The more he uses it the more he can be tracked down and figured out by more and more people.
3) He doesn't want to be like his father.
4) He has only 1 shot with each person, so he has to make sure he only uses it when it is truly needed.

No, that one was just a one-time memory-wipe. It doesn't require an ongoing Geass effect, otherwise Shirley's eyes would be red all the time.

There's no reason to think so. Light used his deus ex machine infinitely worse and more moronically then Lelouch uses his after the first few chapters (and THAT'S fucking saying something). Plus, there was a lot of bad writing and people like Near just pulling magical answers out of mid-air against Light, sort of like Suzaku's h@x, but that's more annoying but less damaging.
