At least the term "anime" makes sense. It's derived from "animation" which means "animation" and it describes animation. You can't get any more straightforward than that.
On the other hand, "cartoon" is derived from the phrase "animated cartoon", which means "comical hand-drawn animation", which is derived from "cartoon", which means "a simple, usually caricatural drawing". And yet people use it to describe stop motion animation, and 3D, and whatnot. Seriously, it's retarded. LOL America.

The ponit that that iage is trying to make is that Naruto and Avatar are both childrens cartoons and the scenes are of both characters cheering someone on during a tournament event. American cartoons care about the animation in the small events, like when people are just talknig. Jap anime cares about the money shots and stacks their budget to make those 5 seconds really pretty while leaving the rest of the show looknig like crap. It's a difference in priorities.
