I think Anime is on the rise, sure not everyone and their grandma is dying to know what will happen next week on DBZ. But the amount of people I hear discussing Anime and reading manga in public is astonishing. People like /a/ are becoming more and more a minority though.
There's about 50 new shows airing every season, it's hardly dying. Infact, by the look of things, 2014 will probably be better than 2011 for anime. As for "Japanese culture", that has nothing to do with anything and certainly not anime. Otaku culture on the other hand? Pretty bad.
Well Japanese Culture is dying, practicing shinto membership has been declining steadily since WWII, people have been moving into the city and traditional foods are dying out in favor of new age ones, hell even sushi gets served in rolls now. If anything Japan is becoming California east.
