Hm, just read on the wiki that supposedly he was just suppressing their movements with telekinesis. That's less impressive. Still, stopping time is extremely broken and could potentially be very useful if applied right. He makes for excellent support, why waste that?

He was the affirmative action pick to increase diversity in the Ginyu Force. Guldo's race was heavily persecuted for a couple of generations 100 years ago and so now by law every intergalactic space team spanning more than 3 members has to give one of his kind 25+ points to any application sent in.
Ginyu uses body change near Frieza. Pretends he's using it on someone to test it or something, whatever.
Guldo stops time. Turns Ginyu toward Frieza. Make it so he won't even have a split second to react.
As soon as Frieza is in Ginyu's body, unload on him. Completely wipe him from existence before he can regain his balance.
Do this for anyone. Cell, Buu, doesn't matter. They're stuck in a much weaker body and vulnerable. Boom.
Guldo is basically the Ginyu force's Yajirobe.
