I honest think that, that ending didn't fit at all with what Shirou says at the end of the fate route.
Arturia "died" and he went on with his life without her. He didn't forget about her or try to revive her or deliberately try to get into Avalon or anything. He just remembered her and always wanted to be with her in his heart.
