For the average person in a large city or metropolis, driving yourself is just more expensive, and due to lack of convienient parking spots and space, annoying. Unless your job requires you to drive around to different areas, you don't have to have a car, due to the quality of their public transport and walkways. Cars are still popular, and many people own them for the weekends, in metropolis areas.

But rebuilding the trans would be cheaper then a whole new box.

A buckled rim would just show up on a wheel balance as a high amount of weight needed. depending on where you got your wheel balances done they probably just do what the machine tells them for quick money. but what they should really do is watch the tyres as theyre on the balancer for any abnormal movement.
