What is up with all the bird imagery in the Patlabor movies?

There are birds everywhere, different species and at key moments. Am I missing something?

Oh cool.

I thought it might have had something to do with elimination of nature, or lack of freedom. That is a cool though, sort of obvious now that I think of it.
