The story follows to struggles of the super intelligent computer that maintains the tower, or the "Hotel", and to keep the DNA inside, or the "Guests", safe from the 160+ Degrees temperature outside.
I have watched Elfen Lied, and enjoyed it to, but because there was a ending where the characters could somewhat recover from what they had suffered and continue with their lives, unlike, say, Neon Genesis Evangelion, where I hear it ends on a downer note.
