Taiwan was part of Japan from the late 19th century until the end of WWII, so there is still a strong Japanese speaking community there, although now mostly among the elderly.
Most non Japanese Asians have a strong love-hate relationship with Japan. They are both envious of their early economic success and cherish any perceived cultural slights or wartime grudges they might have against Japan.
Still when there is a Japanese cultural trend that achieves global influence, they are very quick to label it as 'Asian' culture as a convenience so that they may bask in its reflected glory.

I am Taiwanese, but I don't get the sense that people there hates Japan... at least the same way mainlanders do. While we were occupied during the world war II and sometimes before that which we were treated as second class citizens and surfs, we don't quite have the history with Japanese war time atrocities the way Mainland China have experienced.

As far as I know most of the younger generation consider Japanese culture pretty hip. J-pop and J-rock are popular there.

I really thought that Taiwan was the country where you could find more Japanese culture (including Otaku culture, but not excluding everything else) in the mainstream media and is somewhat accepted by the general society.
Also, seems that newer generations, young people from the Republic of China and from Japan get along pretty well.
I've seen several people from east asia doing tourism, that when I asked they said they we're from Japan and Taiwan. So they traveled together, like a German can travel with an Austrian.
The young'ns are pretty cool with Japan. Again, most of the hate-drama going on between Asian countries are from old geezers that can't accept any new worldviews.
"Otaku" culture is pretty mainstream there, though. Like, you wouldn't be socially outcasted if you told people you collect gunpla. Shit like idolizing sexy figures and being a NEET/ hikki are pushing it a bit, but then again that's weird everywhere (and not restricted exclusively to Japanese culture either). My sister-in-law is Taiwanese and she watches Fairy Tail casually at the dinner table while feeding the kid, and nobody ever says shit.
Well, in my hometown at least, there isn't as much of Otaku shops as it did years before. I could only find 1 or 2 in specific areas where I was propositioned by an apparent mama-san. I was too dense to realize at the time when she was talking to me about "We have cute girls".
Nevertheless, its quite weaboo, I mean I got most of my Light Novel collection when I went back during '11 in mainstream franchised bookstores, Otaku shops mainly carry (drawn) pornography and doujin nowadays. In Taipai there are even more hardcored otakushops, but I didn't have the chance to actually explore them before I came back to the states.

They showed the scenes when the floor opened and it was scary as shit: Guys sprinting at max speed, tripping, and literally flying across the ground. Nope, this was not because of tsunereness but because 1/4th the Taiwanese population at the end of the Chinese civil war was Chinese exiles. So the 1/4th of the country hated Japan, but the other 3/4th actually consider Chiang's army to be worse occupiers than the Japanese.
A century later, the Chinese exiles died and their children assimilated. So we are pro-Japan again.

Well, my family is generally KMT, but my paternal grandfather was in Taiwan and Japan during WWII. I suppose I am not *real Taiwanese* in the sense that I am not Indigenous tribes, but my paternal lines at least go back around 200 years there.
An interesting thing about KMT era verses earlier immigrants, their influx created certain tension social in baby boomer generations that can only be described as "regionalism" that is functionally racism, but the immediate distinction is typically speaking dialects. Its been a while since I discuss these things, but I really need to study up on it again.

As far as translation goes of Japanese media the Chinese are by far the fastest. Chinese scans are almost always out first and Chinese translated VNs are several orders of magnitude greater in number than their english counterparts.
However, given how history education works in the mainland, basically every single person knows in detail the extent of Japan's warcrime record against them (which in western history books that don't focus on the eastern theatre of WWII is usually glossed over as "Japan committed numerous warcrime against it's asian neighbors") which isn't helped by the fact that they're still denying some of them to this day. Of course that isn't to say that every mainlander is frothing at the mouth in rage at the nips like some protests might have you believe. The PRC is still a big trading partner of Japan and I think anime/manga/VNs are very similar. That is to say, chinese people who consume contemporary japanese visual media are able to draw a much clearer line between liking something and liking the country it's from.
Is that to say that there aren't "weeaboos"? Of course not. I'm sure there are some over there who are equally as obnoxious and Japan-loving as their western counterparts but they would probably be much rarer than the kind of "I like anime/manga but not necessarily Japan itself" kind of fan that I mentioned.

KMT also banned the appearance of Japanese texts that appear in Anime when it air in the country. Basically any anime on TV had to be edited to look like it has no Japanese origins. And any episode that can't be edited was cut entirely.
This practice stopped once the KMT lost their political dominance and realised that no one cared to hate Japan here.
Yeah... most of my family speaks holo and Japanese, and my mother is a Hakka, but I can't speak either of those dialects. Although when I was in school there I didn't see a prohibition in public on personal level, just during schools.

From my experience in Taiwan during the 90s, most of my social circles speaks holo and mandarin interchangeably. There is a very distinct accent to mandarin speaker with holo backgrounds, its quite interesting. I always thought Hakka speaker's mandarin sounds more like mainlanders.
