I had been wondering why Kawakami had completely shifted focus of the novel for the last few chapters, though.
I personally thought the Innocentius and Galileo scene from 3-C's first chapter made a better ending, but Kawakami probably didn't want a cliffhanger that wouldn't have any immediate follow up in the next volume.
Is he the one splitting the volumes though, or is it the editors?

Well, the last half of 3C will be quite the ride.
Innocentius and Galileo are still alive after the blast. A large ship is approaching and they prepare for battle, assuming it's the Hashiba ship Shirasagi. Once it appears through the clouds, they realize it isn't, Galileo shouts "Do you think you've already taken over the world!?", and the ship's giant shadow covers Itsukushima in darkness.
I'm only three chapters past that, but the focus has fully shifted back to Magdeburg.

Well, given that volumes usually have like 25~30 chapters and we saw like 12 pictures, yeah, there is probably a good bunch of pictures that hadn't been posted.
It was surprisingly early in the book though.

Should I read OnC or Horizon first? If I start with Horizon, can I skip to where the anime left off?
They're not directly connected so you can read them in whichever order you want.
You may want to read the parts of Horizon the anime covers because of the huge amount of stuff cut out.
About OnC and Horizon, it doesn't matter. you should read OnC still, it's pretty good.
Horizon 1A is still in editing, 1B is unfinished and js06 is working in 2A and 3A at the same time.
It's better if you wait reading OnC.
