Make it about a GAR ex-soldier-turn-detective working for the goverment in a post war setting.
Give him a freaky steam-powered shotgun/revolver hybrid thing and go from there.

I can't find a good copy past description and I'm too lazy to write one up. It's essentially a hard-boiled detective story set in a steam punk alternate future. It's a good read.
Ok I will. Steam Punk is an old concept, don't copy it, adapt it. Move the technology forward to keep the analogy of world with technology only up to a certain point, but different, but don't stop at steam and clockwork, or motors, stop after that.
For example, do a setting with technology that's well on the way to electronics, but misses the internet for example, or computers. Or has computers but no microbiology.
If you've read "His Dark Materials", the first book world is an example of modern steam punk equivalent.
I'd like to see a show from the point of view of the old mentor character, it'd be a nice change of pace from the plucky young lad who roams the land in search of a master.

I don't see how missing the internet leads to a steam punk world, maybe missing the atomic bomb would be a better idea. The world would a very different place if no one found out how to make nukes.

You can also pick and choose from this list, if you're interested in steampunk, Anon. My particular favourites would be 'The Hungry City Chronicles' by Phillip Reeve. Post nuclear-war earth, towns and cities roaming about over the barren earth on rollers eating eachother. And waging war against people who wont 'convert'. It's awesome.

Missing the internet for example and also most sorts of wide spread long range communication would probably lead to a setting where the world has same technlogy as now, but globalization doesn't exist, and technology is being produced locally in every country.
Which you could advance with strained international relations, iron curtain type countries, and all kind of shit, I dunno.

Except this will be an anime, so the author will get to play around with clichés. For example, the typical tsundere sees him trying to sneak around a shed holding a cardboard box. She screams at him for being a pervert and snatches the box away only to find that the box is filled with expensive cigars.
Yeah or he could just punch her in the face because he's freaked out by the unrealistic approach of a fabricated personality because jesus, do you actually like that?
