yeah heaps of fanservice. But FUCKIN QUALITEE animation though. And the sound track consists of shit you'd expect to hear in a clown show (who the fuck's idea was it to sample fart noises and integrate them consistently as major punctuation points in the musical tracks?)

It's pretty shit. Regardless, I liked it. I found it entertaining and addictive. Though every episode I wandered why I was still watching that shit, and when it ended I wandered about why the fuck was I sad about it ending.
I think it's more entertaining than Lucky Star if that gives you any references.

No, really. I think they were pretty even. Both had shitty BGM and both recycled jokes. One had better animation because it had better budget, the other didn't. One focused on retarded moe the other one focused on panties. One actually tried to make original content, the other one was mostly references. One was unnecessarily long, the other one wasn't. One had Mamiko Noto the other one had Aya Hirano.
Overall they're both shitty but enjoyable.
Nothing special, but occasionally funny. Watching it won't hurt you, but there's plenty of better stuff out there. Way funnier than Lucky Star, though.

An anime cannot be enjoyable AND shitty.
It's the same for popular anime, you may not like them, but by default they are good because a large number of people enjoy them.

Enjoyable doesn't necessarily equate to good. Other factors must be taken into account. Is the animation decent? Are the characters likable? Is the plot okay?

An anime can have no substance, but be entertaining for whatever reason, and thus good.
An anime can be serious as hell, intricate and realistic as hell, but lack in entertainment, it can still be good for it's positive points.
Nanoha got example, substanceless, drilled morales and friendship speeches, huge pink death beams of glory = entertaining, thus it was good.
Even if you yourself were dissatisfied, that is simply opinion and not a way to overall judge a series on it's pitfalls and merits.

I quite liked HSG. Worth pointing out to OP that 90% of the fanservice is in the first couple of episodes for good or ill and that the first episode is kinda shit.
Also giving a vote for the manga, since I just finished reading it up to date.
