and you would have all the characters with the student council elite 4 or w/e having two versions b/c they have 2 diffrent ultimate sailor uniforms.

There should probably be a base version of the character with most of them having some sort of awakening type mechanic where they transform or something.

The characters should have basic moves maybe like a punch button, kick button with multiple directions and combos can be string togethered based on the players ability to follow through with combining the diffrent directional attacks.

The game would then have a 3rd button for built in combo where the player is able to activate combos that are pre existing strings where the player only goes BB or BBB with a few alterations being allowed as it progressess such as BB->B and BBB^ and BBB down. with the longest string being 5 long.

Finally the fourth basic button should be like a special button where default special attacks are activated and by holding it down the character becomes awakened. This button would be used to allow cancels to cancel combos mid combo by pressing it.

There would be 3 types of specials: basic specials, supper specials, and regular specials. basic specials are actiavted like in street fighter with a certain combinations being inputed such as down foward kick or kick kick punch allowing the special to be activated. Supper specials are activated(there strongest and most costly attack) by repeatly spamming the "special" button. finally normal specials are activated by pressing the spcial button once or by pressing it in combination with another button on the controller(it could be special + kick or even special followed by kick in quick sussesion).

Lastly since the game is a 3d 8 directional enviroment two back buttons are sued one for jumping (where air combos can be began) and another for blocking.

characters can counter attacks by tapping the block button right as they are hit.

It is highly important for the success and fun of the game for the feels of the characters to be fluid and not chunky.

Each character needs to have their own style and feel to play. Combos and special patterns would not be universal amongst characters and individualized to the character to give the button inputs their own unique feel and taste between characters.

Characters should have HP bar and Stamina bar(stamina can be gained some how, possibly by being hit and hitting the opponet with specials costing stamina points and awakening only being allowed when stamina is full) characters should loose stamina if they attack and miss and as they move around whie slowly gaining some while standing still. It is possible to allow them to loose it while standing still and can gain it by holding the blocking button instead.

while i did not mention this early there should be a throwing mechanic as well like in all good fighting games.

Either way it would do best as a 2d anime fighter. But I would love it to have Melty Blood's speed and Persona Arena's sprite work

Definitely Dynasty Warriors style, but on a huge map since the anime takes place in one place. I say the map should be like the one from Naruto: Uzumaki Chonicles, with the school being the main point of interest. Definitely combo based, and mass destruction techniques are encouraged. The other characters should be unlockable, but true to the series like "Fight Club" Mako or Ira kun definitely story driven beat em up though
