I like it for the same reason I like Ryukishi07's garbage. It's garbage, but I've grown attached to it after these years and find it endearing.

This art's from Melty Blood. The original Tsukihime's art is frankly horrendous compared to his current stuff.
Even Kagetsu Tohya, which was released pretty shortly after, was a massive improvement.

I don't like the Akiha and Arc redesigns. I'm neutral about Ciel, but I don't like the character much. One of my friend is a Cielfag and he was pretty pissed off about the new design.
What bother me the more is how it removes characterization. Arc's old fashioned dress, Akiha's crimson dress, school Ciel's dorky look,... It really complemented their personality.

The idea that she doesn't fit in with her surroundings is fairly prominent. Her old clothes were elegant but out of place, which suits her naivete personality and the fact that she's only just woken up in current times. The new clothes are almost too trendy for my liking.
I think all the other redesigns looks great though, the only other thing I have an issue with is Akiha's colour scheme.

They make a "sprite" for a character, then make separate "sprites" for their clothing. So if they were to change their clothes for some reason, they leave the character model onscreen, but layer them with different clothes.

That's probably why Arcueid was given that necklace, too. Call the old look 'elegant' if you want, even if I don't really agree. I can definitely understand why Takeuchi, as a character designer and illustrator, would have wanted to do what he did.
Besides, the current design fits Arcueid's "white princess" theme better. The old long purple skirt overwhelmed the white parts too much. Black, on the other hand, contrasts with white perfectly and allows it to stand out much better. But frankly, from a design stand-point, a long black skirt would be even worse than a long purple one, since that would only further serve to overshadow the white parts. On the other hand, a black short skirt and tights aren't just one solid block of color, so while there's more black in Arcueid's overall design, the solid white that makes up the majority of her upper body manages to stand out, with the black parts supporting it.
Colors are pretty interesting. You must balance them very precariously. Having "more" of one color won't necessarily balance things out. I don't know if Takeuchi really thought that hard about this, but he wouldn't really have to. Our brains just naturally react to certain color combinations and designs in certain ways, so things will usually just automatically click into place if you know what it is you want.
If he was really aiming for the "white princess" theme she'd do better in a dress. While I agree with what you're saying about the black/white contrast, there's too much black between the skirt, stockings and boots to really emphasize the white.
I guess I just prefer the idea of Arc looking mature whilst acting childish. It's more interesting to me than what the redesign presents. But I'm happy for the remake to try different things regardless, since I'll be treating it as a separate entity from the original Tsukihime. Who knows, playing it might change my mind later down the track.
As already stated, a solid black long skirt would destroy any balance the design could have had.
The short skirt and legs isn't just one straight solid mass like the long skirt would have been. That's what keeps the black from overwhelming the white.
Contrast with Akiha, who DOES have a solid black skirt. Despite the white blouse, Akiha is considerably more "black" than Arcueid is. Of course, it's not helped by the solid mass of black hair, but even if she were blonde like Arcueid was (crudely pictured on the left), black would still be seen as her "dominant color". This is because the mass of unbroken black is larger than the mass of unbroken white. Meanwhile, the black parts on Arcueid are separated into "segments" (black skirt + black leggings), so they don't form a single solid block like Akiha's skirt does.
As a further example, look at Akiha's original design. Even though red only makes up 1/3rd of her overall color scheme, most would still be inclined to name it as her dominant color. That's the kind of effect a solid mass of color can have.
That small difference in design can easily create a world of difference.
I dunno man, I kind of agree with what you're saying but looking at your masterful Akiha edit, the yellow strikes me as the most dominant colour despite the sheer amount of black because of how prominent it is. It really stands out against the rest of her since black and white are very much background colours and anything other than those colours is immediately eye catching. This isn't the case for Arc since her hair is shorter and as you said the "sections" break up the pattern a bit.
So while I agree with what you're saying about the effect a solid mass of colour can have, it's important to note the actual colours themselves against them.
You've changed my mind on Akiha's design though, following that line of thinking the plain black/white combo will do a great job of really making her red hair look vibrant when she transforms.

In fact, looking at the coloring used on red-haired Aoko Mahoyo, if Akiha's hair has that same glowin effect, the contrast that black provide might create some very nice effects.
