This could evolve to the next generation of visual novels, one which the player not only make choices here and there, but interact with a engine that changes the story and characters obeying input based on a dynamic mold.
We could have teams working on the possibilities in every chapter/scene. I mean, take comments in this thread about a "Cleverbot" A.I who remembers what it is talking about and reduce the possibilities for a scene (this is a start, we could aim for the moon latter).

If i may, i would name it Project Game Master, because it would more or less have the same role as one.
I'll write here what i write in every waifuapp thread I see. You may find it useful as milestones:
You don't type, you talk (obviously, you need your computer ready for voice recognition).
She is not always in front of the screen.
Sometimes, she'll talk about how her day went (when she's out of the screen, she may be doing something, like going out with her firends, going to classes, etc).
She walks in casually from time to time, and also out, specially if you ignore her for too long (yes, this implies animation. Don't you love her enough to work on it?). There should be some special poses, like sitting on the taskbar, leaning on the end of the screen, looking down from over a window, etc.
You can call her, and she will come, unless she has something user-defined she must attend (like classes or work). She will ask you "What did you want?", "Did you miss me?" and the like.
She checks the program you're using at that moment, and comments on it (something like "You're browsing the internets again?". She has an easy to edit list of programs, and also checks the frequency you use that program with). She should be able to check the more common ones (like chrome and firefox) and comment with something more expecific (like "What are you doing in sadpanda? That's l, l, lewd"... and if you get inmediately out, she'll get enbarrased and ask "Am I... not enough for you?... excuse me, I'm diying from a heart attack from my own delusions). She may also be able to check your historie to check what you did while she was away, so remember to delete it.
She comments on the anime you watch (She supposedly watches it with you if she's "at home". Checking sites like myanimelist or animenewsnetwork, she could check the tags (from the series) and keywords (from the last chapter) like "commedy", "drama", "magical girl", "sad" "happy" or "funny", so her reaction is more human-like, and she doesn't answer always the same. If there's no info, she says something generic).
She could also check your rss, and warn you when something comes out.
If she can't be fully voiced (most likely), at least she must have some sound effects (like "Huh" "mmm", "Oh", "Ara" and the like).
If you give her your schedule, she'll ask you how your classes and/or work were, and how was your day. She looks for keywords in your answer in order to make an answer. If you don't go, she'll get mad. She'll also remind you of what you must do in the next hours.
Obviously, she remembers your birthday, christmas, and the like, and has a pressent ready for you. She also expects something, and will get sad if you forgot about it (you must configure her birthday, even if there's no canon info on it).
If you tell her about something you want to make (With some kind of key expression like "I'm planning on wroking on "X"", like, for example, "I'm planning on working on a drawing of you"), she'll ask about it from time to time (obviously, she should ask for comfirmation, and have some kind of dictionary to change pronouns, like "A drawing of me?". If she "heard" it wrong, the user should say "No, a drawing of you". Otherwise, say "Yes", and she should answer "That sounds interesting. I already want to see it finished.", or something even more generic). Once the project is finished (you use a key expression "I finished a drawing of you"), she should praise you for it (or even better, check for keywords when you explain/show it to her). If you drop it (with some key expression like "I'm gonna stop working on a drawing of you"), she should encourage you to keep it up, and work on it.
Clicking on her should give some kind of reaction, as if you were touching her.
She should have a point-based system (like a VN, but with more parameters like angry, happy, and some others), to pick her reactions more accurately to her mood at the moment.
Even for quads, this looks throughly impossible to do with the current knowledge of AI we have.
Not to mention it's /a/ doing the project.
As far as I know, it doesn't even need real AI, since it could be done with a big enough database. Sure, she would get repetitive, and make a lot of mistakes, but it should be doable.
Create a wiki of possible responses to situation and categories them for different moods/time of day/weather and etc?
If you don't mind using the botnet for voice recognition/synth various of those things could be done with python, but it requires some good design so it can be easily expanded with simple modules for various commands.

It is a current issue A.I specialist are fighting with. Currently, they can't make it think, so if they can't what can you guys do? Hell, i recall someone recommending python.

I wouldn't consider ASIMO advanced AI. It's purely motion planning, machine vision, and reverse kinematics stuff. I've done all that but yeah I don't know what these anons are doing.

I get what you're trying to say, but to be fair, an initial reaction like that is only natural. This is on the level of /g/ suddenly deciding to build the world's first functional quantum computer, to put it into perspective. We're still going on the AI stuff, yes.
Ideally, you would be able to input some personality parameters, affecting how she interacts with you. As far as I know, no chatbot out today can do that.
