The premise was terrible. Could barely get through ten chapters of the manga, much less the anime.
It would have been good if it was STALKER: The Anime.
The drama seemed forced and shoehorned. The same goes for all the dialogue.
The action was stale and predictable; everyone had guns, but nobody ever got shot. Every arc just ended with the MC befriending the antagonists.
None of the characters were likable. Ibara was okay, but her supporting cast was insufferable.
So in summary, bad writing killed a show that was beautiful otherwise.

The basic concepts if it were nothing special, but many of us hoped for it to work, just to be bitchslapped by nonsensical situations and annoying characters.
Artstyle was ok, production values were good, but in the end was like trying to polish shit until it shines... it can be done, but it doesnt mean it should be done.
I just watched it beyond ep. 4-5 because it was a fucking trainwreck in slow motion.

Hocchan Railgun is such a great summary of what is wrong with this show.

Third off they imply she is a bad guy because she is a clone of a serial murderer (who was an idol for some equally inexplicable and pointless reason)
Then she becomes a good guy anyways and you wonder why the fuck they bothered to include that nonsensical piece of exposition in the first place.
Also by doing so along with the entire enemy force surrendering because their alleged motivation was actually non-existent she rendered an incredible amount of bullshit and multiple named character deaths utterly pointless.
I don't really know why she was the bad guy anymore or why they fought.

It'd be like if in STALKER you're given an assault rifle, it's called a tranquilizer shotgun, it fires flares, and instead of mutants or bandits you spend the entire game slowly making your way around a landscape with only radiation without a single chiki briki to be heard.
The plot was just bullshit. The first division being angry and wanting compensation is understandable but everything else made no sense, the issue of someone dumping highly radioactive waste is never resolved. The only decent characters were Ibara-senpai, the electric girl and the talking robot. It was hard to give a fuck about anyone else. Situations wer also completely devoid of any suspense. Aoi having a magic bubble power when needed was also a massive asspull. It was just very poorly put together. It's a shame because it could have been entertaining.

Engages in idiotic self imposed errands, thus jeopardizing entire plans. Wasted team resources used in rescuing her because of her stupidity. Oh yeah, she have "mistewious powers" that appears when she snaps, aaaaaaaand nobody in the team seemed to know about it rendering a confusing team selection, intolerable.

As an adaptation it was rushing things, the crap pacing mostly come from the first arc plot being of shit quality.
It wasn't. It just wasn't what most of us were expecting, because not that many read the manga beforel, so everyone thought that it would be STALKER with cute girls, but got something really strange and jost got disappointed.
It wasn't terrible, it just wasn't what everyone expected at first. Nobody payed the manga much attention, so only a few people knew what they were in for, the rest were expecting STALKER with cute girls, but got a strange mix of superheroes and comedy. I'd say it wasn't terrible, it was just disappointing.
