It keeps the strong points (well-balanced cast, teamwork in combat, interesting villains, etc.) and add on more (better costumes, Shiro and Kurumi, lightsabers, better animation sometimes, better OP). Most of its flaws evaporate when you watch it first: the character development reset doesn't matter, for example.
GoGo is Smile without the fun.
This is a lot of effort. For whatever reason, simply shifting the signs isn't enough, because half of them end early or after they should, even when the start is frame-accurate. And the OP karaoke is all kinds of messed up, but the ED is fine.

Lemme try to put together my reasoning.
Miyuki's development didn't actually occur on the screen. Her dynamic was retroactive in execution—you wouldn't get an idea that this girl used to be incredibly shy and socially anxious, watching 46 episodes of Smile.
Compare to my other example, Tsubomi, who you really DO see develop right in front of you. She trains, she reaches out, she gets knocked down several times (by Dark Precure), she learns to accept her flaws not as flaws, but a part of herself, and goes on to become stronger for it. She's not the same as she was in the first episode. Bit by bit, she changed.
This isn't to take away Miyuki's sense of development. It's retroactive, but I have to acknowledge that Miyuki is definitely NOT the little girl she once was. However, it's not a change that could be interpreted as dynamic, I feel. We're given the result of the change long after it happened, and, had not the grandmother episode and movie not happened, we wouldn't even know that a change took place.
The change in the movie, more I think on it, was one that was focused on Nico's character. She is the one in the movie that changes. In the past as a result of Miyuki's childish neglect, and changed again in light of Miyuki's acknowledgement of her mistake, apology, and reaffirmation of her promise.

First era /pc/ was basically the time before there were threads in any substantial numbers. Basically, before Fresh. There were probably threads but I never saw them. They were definitely less common than now.

I find this to be more of a fair point than when it was first brought up, but I still feel that Alice and Rikka got some very valuable attention. They had some of the best written episodes in the series, and I would enjoy the big picture for them even if I really hated Mana.
Character development is, well, just that. A character's change over time. Simple as that. Distinguish that from "Characterization," which is how fully we come to understand that character. It's the unique features that give the character flavor, the underlying layers that give them personality, etc.
Now, the thing is, development isn't ALWAYS necessary or even a good thing. Think of, say, Nobita or Lupin. Virtually no development throughout the course of their series, and yet, still well characterized and very endearing. Episodic series tend to do well without any real development, and in many cases writers try to make the plots lead back to the starting point, purposefully preventing development. The Simpsons, for example. Notice how you could watch any episode at any point or in any order and still enjoy it, but something like, say, Eva, you'd be lost on if you watch it out of order.
Everything has it's place, and character development is just another of a variety of tools to improve a show. It's not always called for and not always necessary, but can be extremely enjoyable if used correctly.

Face it, Smile had virtually no development. But it worked, because it didn't need such dynamic characters as HC or Y5.

I can agree that a lack of development can be suitable in a lot of cases, but frankly, I don't see character development as distinct from characterization. Humans have a trait known in neuroscience as plasticity, and it can vary from person to person. It's basically how much a person changes over their lifetime, and it's never zero. A character can be interesting, fun, and entertaining without change, but they can't be an accurate or fully realized representation of humanity, as the human character is fundamentally lacking a part of what makes them human. That said, I don't always care about that. And of course, there is always room for well developed or at least executed exceptions.
