If the joke is a comment on the referenced material, it's not that bad. Just bland referencing is pretty bad, though you can get away with it if you do it for just a split second or in the background. Those drawn out gintama scenes parodying things like dragon ball or dragon quest get pretty boring after the initial few moments.

The entire thing would be made from some reference or another. Every pose, every move, every scene would be vaguely reminiscent of something from a film or TV show or whatever. Most would be subtle, but they'd be around long enough that someone could notice them if they were familiar. Further, the show would never actively point out the references and the sources would be so diverse that most people wouldn't realize that the whole thing was borrowed from someplace else.

The thing is even though they've apologized a lot in general it's extremely common for the Japanese public and officials (especially ones from the current administration) to deny that specific war crimes (such as the Nanking Massacre or comfort women) ever happened and act like Japanese war criminals are heroes.
This is a huge part of the reason why other East Asian countries have yet to accept their apologies.
