So, why is the school theme so popular in works of anime, manga, VNs, etc? Or why the characters are mostly around that age bracket?

It is just a common theme that the producers of anime know they can use to identify with their audience. Either challenging or accepting the school setting, the producers can generally create a strong audience for their product.

Also, Kimi Ga Nozomu Eien is one of the worst shows ever.

I wouldn't call it the worst show ever. Then again, at least the eroge is well regarded, so I suppose it's a lot better than the anime.

Because it's the time in your life when you're the most free as you don't have any work obligations and the objective is meeting new people/friends. It writes itself for encountering people and starting on adventures. That and anime was aimed at children and teens all along. Only with modern social structure where hikkis with disposable income have become the second market has there been anime targeting adults with moe things.
This is all my opinion of course.
