manga do, they are those first title pages that often have nothing to do with the content of the chapter itself.
or if you prefer, you can imagine a colorspread as the OP until a new one comes. that's something I actually like that mangastream does, when they just put the most recent colorspread in front of every chapter.

Mangaka has a cuota of pages and/or gets paid per page, so that give them something to put on when they don't have enought for a chapter. They can also make them very detailed when they want to catch attention in a new manga/new arc.
