I'm not sure because I don't know about all of the characters, but I have a feeling it would be one of the Touhou's. They're probably OP as fuck.

Arc and Alucard are the only ones who would survive in the long run, where neither would be able to take down the other. Arc could wipe out pretty much all of the others, but Alucard is pretty much useless here, since he has by far the least impressive offensive abilities.

Alucard is a pretty good candidate, I mean with his Schrödinger abilty It's pretty much impossible to kill him as long as he believes he exists he does.

Dio - will get the first hit in due to timestop. But he doesn't have the hax or destructive power to keep most of the others down, so he'll eventually lose in a battle of attrition
Scarlet Sisters - Can one-shot anyone and probably make it unavoidable. Their immortality/regeneration is not infallible though, and certain characters could revive to take them down.
Kiss-Shot - Same as the Scarlet Sisters
Eva - Could probably win only by freezing her enemies, and even that might not work. Probably one of the first to go down
Alucard - unkillable nuisance. With Schrodinger's abilities, none of the others can get rid of him. On the other hand, his attacks are piss-weak in comparison, so he won't be contributing much either.
Arcueid - decent hax, can pretty much return from nothing as long as the Earth still exists. She'll probably get taken down by one of the insta-death abilities but revive and go on to more or less take the win after a drawn out fight.
Complete disintegration by Marble Phantasm vaccuum-attack-thing/that weird laser attack she used on Shiki
She could probably summon the sun as well, which would fuck up almost everyone else.

It's the fact that Nasu's so much of a faggot that he literally gave Arcueid the perfect plot armour.
So long as she's on the planet Earth, the only thing that has ANY chance of defeating her is Type-Mercury/ORZ since it's terraformed its territory into a Mercurial landscape.
Other than that, due to her nature as Type-Earth, Arcueid taking a fight seriously will always win, because Nasu made sure she was unbeatable so long as she's on Terra.

The two might be able to cancel each other out, but Remi can't keep Arc down. Plus, the difference between changing the direction of a meteor only big enough to destroy a mansion and the Moon is kind of huge. Not to mention the raw power of the Earth.

If Remi can manipulate the fate of a meteor making it change its original path and aim at the Scarlet Devil Mansion, moving Arc's body from Earth shouldn't be difficult.

Unless those other vampires can destroy both the planet and the moon before she destroys them, it's her win.

Anyway, her power can do that because it's the "power to destroy anything" and last time I checked the sun is included on that.
She steals their energy and also their powers by draining it. Thats how she originally got her current powers. If she drained Arc/Alucard, then she'd be impossible to kill. Assuming Arc/Alucard runs on energy of some kind (all vamps do), Shinobu can keep draining their reserves till they are gone for good.

Can Eva control the others with her Puppet Mastery?
Well she'd have to get hold of Alucard first, so if he doesn't want to, it isn't happening.
And for Arc she'd basically have to eat the energy equivalent of the Earth and the Moon and all life on the former, which she isn't going to be able to do very fast. Especially since Arc can just gain resistance to attacks that can hurt her, as well as just summon the Sun to incapacitate Kiss-Shot, disintegrate her with MP, drop the Moon on her, etc.
Dio steals all of their first kisses and wins.
It's also worth noting that Akiha has basically the same ability, with the added bonus of being able to use it just by looking at the target. It even let her plunder Roa's soul, albeit by accident.
What's significant is that kind of ability is only good enough to restrain beings like servants and Arc. So unless Kiss-Shot has better showings of it than Akiha, it's not likely to do her much good.

Arcueid has Mystic Eyes of Enchantment, which are quite capable of mind control.

Nah, Akiha drains the lifeforce of her targets, consuming them down to their concept. On the other hand, the supernaturals of BMG really don't have anything on Nasuverse supernatural entities, save for the likes of Kiss-Shot herself.
For comparison, only a few methods exist to contend with Roa, all of which need powerful conceptual attacks. The Church, which specializes in taking down supernatural and immortal beings far stronger than most things in BMG, only has one known weapon that can permanently kill him. And Akiha was able to consume his soul and eventually obtain dominance over it.
And yet Akiha cannot do anything to Arc except restrain her, and even then would need support to do so. That's the difference in power.

Arc, gaia makes her arbitrarily stronger than whoever she's fighting. Unless the person destroys the entire planet before Arc can react, they'll lose.
