Was the Colonel actually a good guy? I'm reading through the manga right now and many of the things he's said and done seem to have no ill will. He even treats the kids kindly when he's searching for Akira. I'm strictly talking the manga here.

He's a great example of a character defying the stereotype, you'd expect the colonel to be a hardass badguy who fucks up at every turn, and yet he's just a bro.

Need to get onto that manga.

Yes. The movie introduces him as the villain, and Tetsuo as a hero, but then there is a role reversal when Tetsuo goes mad with power. It was really well done.

The colonel was never bad guy in the first place. He was just a normal officer, manning the position assigned to him. There were no ulterior motives in his mind. He was to research the subjects, but not at the price of his men or the safety of the city. When all shit broke loose he broke the chain of command in order to try and save everybody.
