Theres something flawed about this show I just can't put my finger on. Everything about it feels empty. The opening flaunts the show itself as being 'ground-breaking' although its just as shallow as any other anime and didn't do anything new.

I never really felt attached to any of the characters. They never really went through any development of any kind and we never really got to know who they were.

The cast itself was really lacking. Ed never really developed beyond being a background character. Spike is least developed, most boring to listen to yet gets the most screen time. Jet stands out as a character that could have been better if the focus was more on him. The other characters of the show all leave the screen before we ever have time to care if they live or (most likely) die.

Most episodes begin with something interesting that makes you want to learn more but than it ends before ever satisfying you. Some of the episodes were genuinely interesting but more than half are forgetable.

The constant homages to western movies is probably more interesting to japanese people, who havnt seen these cliches all done before but better a hundred times.

I got that feeling as well.
The only episodes worth watching are Pierrot le Fou, Brain Scratch, Hard Luck Woman, and The Real Folk Blues.
Everything else lacks weight and shies away from some of the heavier themes. Episodes like Boogie Woogie Feng Shui and Mushroom Samba could have been left out entirely.

It's easy to say so, yet you didn't point out how is that said characters aren't compelling without resorting to a subjective argument.

Because they are, the whole series isn't focused entirely on the main plot (Spike's story that is, which is very predictable anyways) in order to prioritize the delivery of the setting and the sense of adventure, which is the main appeal of the show.

Yes, the characters were pretty one dimensional, but dude what do you want, its only 12 episodes long and it was popular at the same time Love Hina was if that gives you any indication.

Its not bad for what it was and it helped a lot of us to get into anime in general, and for that I praise it, plus anything that's episodic in nature reaches a niche market.

Its not filler, its episodic, like Star Trek. its just not your market, not every show has to be about a start and a finish to a goal, sometimes its just fun to watch stories, for example Kino's Journey or Jinrui wa Suitai Shimashita

The story was fairly interesting. Spike, Faye, Ed and the bulky guy which I forgot the name, all had their own arc, some more highlighted than other, but all entertaining nonetheless.

It's just the narrative that wasn't the best. It needed more development yes, but to be frank the only reason that I watched Bebop was because it was cool. Reminds me that I gotta watch the movie someday.
