For some reason, KyoAni tells you that they're giving you full control to create a SoL series but of the country you live in.
It may be highschoolers, elementary schoolers, adults, anything you want.

You must do an honest-to-goodness representation of your country. Maybe some stereotypes here and there if you want, but it should keep an upbeat, positive image of your country.

What kind of series and characters would you do /a/?
If a series were to be about Mexico, it'd have to be either Mexico City or a more peaceful city like Merida. The highschoolers visit ruins, old towns, eat nice food, with the occasional beach episode, or the water caves near Merida.

Or maybe cute luchadoras doing cute lucha things.

With Mexico being my motherland, I would probably say having a school life themed approach would do it. Peaceful city is also a good idea, especially one with a cultural festival. Common means of transportation would be walking all over town like most series. As for characters, there are a few approaches to it. Athletic to lone wolf personalities could suit the main character. Have a cute love interest and supporting characters to have all sorts of adventures in the beautiful tropical environment and bustling city life. IMO 10/10 would read something like that.

Even though it is a state I would make a Hawaii SoL. Lilo and Stitch was well received and people in Japan love Hawaii. I would set it in the past maybe 30-40 years to give it a slower pace kind of like Non Non Biyori. Japanese culture is pervasive in Hawaii too so you can still have obon season, cherry blossom season, etc.

In the case of Murrika, who would you prefer to be the wacky, offbeat member of the group? A black, asian, injun, etc?

For Mexico, it could be:

MC. If it's a boy, then pretty mild-mannered, but WILL notice if someone's flirting, and with enough common sense to knock on doors or get the fuck out if he catches a girl dressing. If it's a girl, mild-mannered leaning on cheery.
Poorfag. May embrace the poor or not. Could have thief tendencies, or have a shitty part-time job to help in the house.
Blonde girl/dude. The richfag that gets along because they all grew up in the same elementary school. Can and will flaunt their money, but will also throw parties, making them seem shallow, though they will almost always stick to the group.

Though, the best I can do for making an upbeat SoL, isn't really all that interesting. Kids would go on little kid adventures in parks, forests, ruined buildings from the old ages. Teens would be having fun with their mates, pranking each other, talking shit, smoking, drinking, vandalising property, and having tween drama relationshits. Adults would hang out in the pubs, get drunk with mates, mess with tourists, and work.

5th grade boys and girls during summer vacation who live in a beach town. Imagine Mitsudomoe but outside. Large cast of characters, separate groups of friends, and not much of a plot. Wide variety of locations, such as the beach and boardwalk, a local park, one kid's backyard, the boys' secret treehouse, the main street where all the tourists come in the summer, the marina where all the boats are, a construction site, etc. The last few episodes would get a bit more serious as the summer winds down and everyone realizes they're going to get separated again for the next 9 months. This would prompt some character development.

I can see one whole episode being about a protracted water-balloon fight between the boys and girls. Skirmishes would occur, one girl would cross-dress to sneak into the boys' hideout, someone would accidentally hit an adult. It would lightly parody shounen action shows.

Another episode could be about a block party. Or a rainy day/hurricane where everyone is stuck inside. General summer-time fun things.

And since it's in the US, there'd be a Fourth of July episode with nothing but endless fireworks and a waving flag.

Not a degree on Scotonomics, but I'm not too ignorant either.
I am very willing to eat whatever you put on my plate if it's something you also eat, but I'm afraid I'd die of liver implosion because I've been drinking for only a couple of years now.

Going back on topic. I'd really like to see some edgy tryhard character in the group. Here in Mexico you'll see that kind of person in a group of friends quite often. It's especially worse when they're younger and one of them tries to sound tough as shit by saying they've been in fights, or when a group of dweebs has the one that tries to look grimdark and cool.
