Who is a Mary Sue in that show? Definitely not Revy, maybe Rock but we barely know anything about him.
Being overpowered doesn't make you a Mary Sue.
A character has to be extremely idealised, to a point in which it's hard to believe that type of person can actually exist, for that person to be a Mary Sue.
They also need to warp the plot to make every single thing revolve around them.

That can be a characteristic a MS can have, but they can lack it.
For example, you can have a side character that is extremely idealised, gets everything done, nearly everyone likes him or respects him, he's extremely good looking, everything goes his way, and he's always right about everything.
Yet, he's still a side character who only every gets a few scenes of screentime.
