The best fights in DBZ are the ones not about powerlevels.
I noticed this during the Boo Saga. Gotenks vs. Buu was hilarious with Gotenks army of ghosts etc.
Then the last Genkidama by Goku with Mr. Satan helping to get everyone's energy, his Dog, Fat Boo, and also Vegeta's struggle...it was really awesome
But DBZ ended at the Cell Saga with the best fight in the series.
What disappoints me is how originally, Dragonball was a martial arts manga. Characters had to learn new techniques and come up with strategies and tactics.
By the end, the "martial arts" aspect was completely lost. The only thing that matters is the amount of energy you can generate. The more energy, the stronger and faster the fighter. Technique was rendered worthless. Styles pretty much stopped existing altogether.
90% of the ki blasts in the series did the exact same thing. What the hell's the difference between the Galick Gun and the Kamehameha and the Masenko? They're all the exact same fucking thing.
Why didn't they just use Mafuba on Buu?
I liked Trunks vs Cell.
Trunks was physically stronger and could beat down Cell. But Cell was faster.
It showed how inexperienced Trunks is with fighting, he couldn't understand until Cell told him his weakness.
Vegeta vs 18 was good as well.
Vegeta was strong enough to damage 18 but she had unlimited energy being an android. She just played with him until he got tired.

Gokus instant transmission kamehameha on Cell was genius. No one expected it.
Cell becoming a bomb was also pretty smart and actually killed Goku.
What's great was that DBZ ended on a parody note with Boo.
It was the best way to end it.

Most of the fights in Dragon Ball Z were one-sided as fuck:

Cell vs Goku was a pretty even fight until Goku ran out of energy.
Goku vs Cell maybe. Goku is not stronger than Cell but Cell also isn't too strong for Goku to do anything. If he couldn't regenerate, Goku's warping move could have won the fight.
Your mention of the Galick Gun made me think of something with DBZ that really shows how out of hand it got. I don't think Toriyama was considering how far the story would go when he did the Saiyan plotline because the finale is Vegeta attempting to destroy the entire planet with his Galick Gun attack, which Goku stops with his Kamehameha. As the series went on, the characters at this time period are considered incredibly weak fighters who could never face later throwaway enemies like the Ginyu Force, much less the real bad guys such as Frieza, Cell, Buu etc. But it seems really stupid because they had so much power they could apparently destroy a planet.
C17 actually had the edge on his fight with Piccolo thanks to his infinite energy supply. Right before Cell showed up, Piccolo's stamina was already depleted from the fight, yet 17 was still in top shape.
Cell was holding back during his fight with Goku. He only showed his full power when Gohan started to give him trouble
Someone correct me if I'm wrong but I believe Toriyama planned to finish the series at the end of Frieza saga. Super Saiyan was going to be the ultimate power.
He dwarved the Z warriors power on purpose to create tension and challenge. Which makes a lot of sense.
Cell vs Goku was still a pretty even fight, they tried different techniques on each other and different strategy.
Cell could have made it one sided but he enjoyed the challenge.
My favourite fights are Goku vs. Perfect Cell in the ring and Goten vs. Trunks at the Tenkaichi Budoukai. I like fight with long nice choreographies not interrupted by audience commentary or characters thinking or being surprised.

Look at Picollo's power level when he was charging it. It quadrupled from his original power level. I think Raditz simply didn't realize he and Goku could charge an attack up THAT much from their initial strength. Hell, look at all of Frieza's henchman who look at suppressed power levels and think that's all they got. With the exception of being severely weakened, my guess is that power levels tend to remain mostly stable and that spiking them through charging beam blasts or kaoken is rare among most alien fighters.
Nobody remembers Bardock vs Dodoria's Elite where Bardock used his battle tactics to get the Elites to kill each other. He would have never been able to take them down otherwise since he had clearly a lower BP.

His editor also decided on most things AT would do and refused lots of his ideas.
