Plot itself can be followed pretty easily. But world/setting is absolutely insane, you must either read the novels or have some kind of glossary to REALLY understand everything.
The plot is simple but this settings makes so little sense, even more when they add facts like we are supposed to understand any of it.

It's not easy to follow if you're not familiar with 17th century European History, once you're accustomed it's pretty simple to follow
The first book explains itself rather nicely and is far easier to follow than the first episodes in the anime.

You're fucking retarded. The only reason a lot of people are confused by Horizon's first episodes is that the LNs they're based on are fucklong.
Do that and you'll miss 90% of what makes Horizon worthwhile.
