No wonder everyone's confused. Here's an actual description for the amulet:
"Dragonfly Jewel of Natural Disaster Changes
A protective talisman made of dragonfly jewels that change into a myriad of colors. A reward from the quest 'Talks on the Shining Night', it grants high resistance to movement impairing attacks from those under level 80."
I really wish people would stop laughing at the idea that writing skills are important. It creates a lot of confusion when someone can't even use the right prepositions.
So the effect is still the same and people are just retarded. Good to know.

Stuns and slows are annoying regardless of level.
Yeah, bottom line is that the effect has to do with the level of Soujirou's opponent, not Soujirou's level. This is where the confusion due to shitty translation came from.
That's not surprising and explains everything.

It's not that confusing. "Against those below level 80"? People just can't fucking read.
The use of against can also mean when Soujirou uses attacks against an enemy. For example, a weapon that does extra damage against undead. Using from instead of against makes it crystal clear that it's referring to attacks Soujirou takes.
