Ok so I saw the director's cut and from what I got everyone who dies becomes a shinigami since ryuk said that death is equal for everyone.

Yeah ryuk did say that in manga.. in the 12th manga, ryuk says it doesnt matter what a person does while there alive, when they die, they go to the same place, "death is equal". Maybe it is like the book Dark Tower
My only problem with that is the fact that the shinigami world seems so empty for having everyone been turned into shinigamis when they die

As I understood it, there's NOTHING after death, for anyone. Human or Shinigami, Death Note user or not, death is really the end.
Before that final explanation I always thought it must've sucked for Raye Penbar, who used the Death Note unwittingly.
If it is nothing then it doesnt make sense at end of the director cut he was like eh light-o? And the shinigami left because he already knew end of yagami story.
