I think general consensus is that it sold like shit in the East due to otakus hate relating to the MC or something like that.
At least the manga is still going, I hope.

I like Tomoki a lot because he has the same VA as Kyousuke from Oreimo, but he's got a much darker personality. It almost made me feel like he got so sick of Kirino's bullshit in his past-life that he decided his next sister would be his enemy.
Also the childhood flashbacks of him and Tomoko hanging out were kawaii as fuck
It's perfectly reasonable for it to only be one cour. Just looking at the history of the manga, the creators didn't expect it to last long at all, but it was essentially saved by preorders in the west. It's just a natural business move to make only twelve episodes, see how it does, and if it does well enough make more.

Yes, the ratings were likely nothing. But that has more to do with it being late night anime, which normally has shit ratings and is judged on its sales.
Be thankful it even managed to get an adaption.

Since my /v/ fellows spam images of this anime, I decided to give it a try.
Tomoko's character is very inconsistent, they show some flashbacks where she is a normal girl and then she went full autistic for no reason.
Her brother has no personality at all, he's just 'the edgy one'. They tried to give him a personality several times but they failed miserably, there's an episode where he's thinking "Why am I so mean with Tomoko" for a whole day and that leads to nothing because he is normal in the next episode, just like a shitty and generic status quo cartoon.
Her dad seems like a cool guy.
I didn't like it.
He just wants to be moderately normal, and live his life.
But his crazy sister keeps dragging him into a world of embarrassing misery.
What must his friends think?

I thought she was really relatable. I never did half of the things she did, but the desperate intent rang true.

Also, you should be thankful that it didn't get 10 episodes like most Diomedea shows nowadays, or that it its episodes didn't only have 3 minutes.
