I think that was the case, in the beginning. In the scene I quoted, it seems to me that Hikari is feeling insecure that he no longer has the right to be her supporter considering she seems to be moving ahead of everyone.
And yeah, no one says what they need to in order to clear up the romantic clusterfucks, but I'd argue that there's more to maturing than resolving complicated interpersonal relationships. Manaka's original problem was captured pretty succinctly when Tsumugu told her she never finishes her sentences.
I think she then actively took steps to mature, which is more than you can say for someone like Chisaki. I feel like you want her maturity to be to the extent where she can completely resolve what are probably complicated emotions toward Tsumugu and Hikari, especially for a middle schooler. I feel like it's okay to say she's matured relative to where she was at the beginning of the show, and her growing, even to the extent that she did, makes the other characters reflect on themselves. Hikari in particular.
