I love it. It's not DEEP. The creator used to be an architect so that's why it's made entirely out of building porn and has barely any dialogue.
The plot technically ties in with other things like NOiSE and Biomega and Netsphere Engineer, but the timeline is so fucking long nobody really bothers to try keeping track of it too hard what with relativity and all. I mean, can you imagine walking to Jupiter? Or warping to Jupiter?

No. Steampunk is when the machines are steam based. Definitely not the case with Blame. I would say it's more like cyberpunk because it certainly has the necessary noir influence but it's too far away in the future... it may be post cyberpunk like the other anon said.
It's not deep, but it's like an art gallery set to a vaguely-defined storyline. It's infinitely rereadable because every time you lose yourself in the dark, glittering landscapes unconstrained by reality, you find something new

And then at the end of that space, he ends up climbing a spire almost as tall as it the space was wide.
