Do I need to watch the ONAs first, or is their content covered by the TV anime as well?
They are, but they're also 5 minutes each, if that. You might as well.
The original ONA is largely the same as one of the later episodes in the TV series but a few things were changed and it does a good job setting up the family dynamic and introducing the characters.
ONAs. Otherwise, you won't get to enjoy THIS IS THE SECRET OF MY LIFE at its best.

Series isn't worth it
people saying the ONA's are superior to the show are seriously deluded.
They condensed a lot of the important moments into bite-sized chunks without losing the viewer's investment in the show, but the drawback is you understand way less about the world and its characters and there's no closure.
I still prefer the series, though I wish it wasn't so exposition heavy with those later episodes. Thank god the ending makes up for it in a big way
the series had good closure though, i don't see how the ONA's particularly surpassed it on that aspect.
Then again i was one of those that liked kyousougiga after the shift in tone in the later episodes, so hey
I meant the other way around. I was talking about the ONAs in the first line and the TV series in the second. Guess I should've been clearer.

i guess overall the show should have had a bunch more episodes to it, that would have seriously decompressed the structure
I think they could have afforded to explain the nature of the 12 worlds pretty easily without having Inari's brother talk for five minutes straight by giving the important plot points and leaving the extraneous details to viewer interpretation.
But maybe they were low on budget or something and needed a talking heads scene.
Here's how I would do it.
Start on Episode 1 of the TV series, skipping the re-broadcast of the 2011 ONA.
After you complete the TV series, go back and watch the 2012 ONAs.
Then, only if you're still interested, watch the re-broadcast of the 2011 ONA.
Skip the original broadcast of the 2011 ONA, as the re-broadcast is better.
The TV series tells a more complete story and does a good job linking the 2012 ONAs together.
Watching the various ONAs beforehand can confuse the already abstract plot, because of the differences in canon and narrative.
If you watch the TV series first, you can skip the 2nd and 4th episodes of the 2012 ONAs, as they are directly adapted into the TV series.
However, since they're so short, there's no harm re-watching more Shoko-goodness and Myoue-Koto bonding.
Inari's monologue was good though
But the original broadcast of the 2011 ONA has a different (arguably better) OST and post-credit scenes.

I wouldn't say so. If anything, it helped me understand the plot better, because you got to see a lot off stuff another time, after getting a grasp of the universe. As long as you're aware that there are some differences, I don't think that'll be a problem.
The way I watched it was:
- The re-airing of the 26 min ONA from 2011 (I also watched the scene after the ED from the original airing, but I wouldn't say that's necessary to do)
- The 5 short ONAs from 2012
- The whole TV series from last year
This worked fine for me.
