It's enjoyable character dynamics and interaction like the one between Adelie and Dandy in this episode. This was easily the best episode so far, Dandy-QT-Meow trio just lacks proper entertaining chemistry. Too bad she's gone after this.

You mean like they did for Toonami? Hate to break it to you, but CN has nothing to do with anything going on with Toonami. It's all self-funded and ad-funded by the Adult Swim crew, since CN gave them a shoestring budget.
Whoever it is, they managed to do this with Space Dandy, and they made a wise choice.
I doubt they won't slap down the cash for more, especially as it gets more and more popular.
It all depends on how well it does and the money they have. They managed to get two Aniplex shows, which is no easy feat and likely cost them a pretty penny. Top that off with having Naruto Shippuden and actual HD broadcasts of One Piece.
