It's pretty blatant in S1, Charlotte was the only character to get any actual development with Ichika. Laura was the only girl who would actually take the offensive and break the status quo.
So what happens? Laura suddenly turns super-shy for no reason whatsoever and Charlotte's character development disappears so abruptly you could practically call it a retcon. It was a pretty pathetic show of inflexible writing by Yumizuru, when he accidentally creates characters more interesting than he intended to and needs to destroy those characters to adhere to the plot nobody liked in the first place.

That was the entire point. Charlotte and Laura were a lot more popular than his favorite and main heroine, Houki. No one really likes Houki but to Yumizuru, she's his waifu. So what does he do? He starts to tear them down and change them to be violent tsunderes and make Houki dere. It's a role reversal. Make Houki more like Char and Char more like Houki. You see this with 8 and S2.

I can't understand how people usually just ignore the perfection Cecilia is to favor other girls. The only explanation I can conceive is that Cecibros are just not vocal and keep it to themselves, but even then showing some love for Cecilia every now and then wouldn't hurt.

They get their two-episode run and then get shoved aside so we can introduce harem member with no chance of winning #9.

Basically, the only girl that gets character development (if you can call it that) in every book is Houki. New girls are introduced in every book and become the driver of that book's plot, but the only girl with consistent development and focus is Houki.
In the novels everyone gets a balanced amount of that, not like it matters since it flows really bad and people acts like nothing happened before, I want to see how it goes in the next volume since apparently Ichika is now aware that the girls love him.

I'd disagree. I'd argue that Charlotte got the most character development, at least until the middle of volume 3.

To me, that's the most development in any of the relationships so far. They went from complete strangers to a relationship that is, barring romantic, almost like siblings. From then on though, all development seems to have just stopped.
When you contrast this with Houki, who had the advantage of already knowing Ichika beforehand as a childhood friend, it just doesn't seem to match up.
And let's not even start with the other girls, who have generally been left to the side after their respective introduction arcs (especially poor Rin).
This is true, you never really see a relationship grow with Cecilia or Laura, it's just instant and with Houki and Rin it's just assumed because they're childhood friends.
Well, she has been spoiled her whole lifebut she's willing to learn so it's not like it's hopeless. If anything, teaching her things makes things cuter.

Most of that is why Charlotte is so popular, because Yumizuru actually provided reason to care about her and her relationship with Ichika. But let's face it, Yumizuru dropped the whole thing once her arc was done. By now Charlotte is only tapping in those great moments to justify her popularity. IS is terrible at harem.
