Really his editor fucked Dance though. Battle on the Ice and Battle of Meereen were both supposed to be in Dance and it would've ended pretty well with those things happening. The only reason people hate Dance besides Tyrion and Dany chapters is it's lack of an ending. Everything else in Dance is top tier shit and some of the best in the series. Also I really liked Feast going on about a lot of things. Mostly I just like them because Feast was the point where Martin's prose wasn't garbage.

Most of those chapters were really good though. Yeah the plot didn't progress that much, but there was a ton of great character building and world building and a lot of pieces were put into place to pay off later.
