Sketchbook: Full Color's is the only anime i have re-watched completely.
I'm watching PPD for the first time right now. I can easily see someone re-watching it that many times in almost a decade. I might just start it over from the beginning again when I'm done. I've been watching 1 episode every day and it's pretty much the thing I look forward to the most every day right now. I'm not sure what it, but PPD seems like it will never get old.
I think the one I've rewatched the most is Gurren Lagann.
I've watched the first season of Horizon 4 times.

I re-watch samurai X every 6 months.
You really start to see FLCL's flaws about the dozenth time but on the whole its still pretty enjoyable.
PPD was so loaded with obscure pop cultural references in almost every frame that you'd probably recognize new things each time
Also OPs are catchy and EDs are different each time, which helps rewatchability
I think it's because there is such a diverse cast of characters and the focus moves between all of them enough that you never really get tired of seeing any of them. A lot of them have recurring gags that you would think would get old, but since the focus changes so much it really doesn't. Before one gag can get old you've had all the others take its place in your memory. There's also genuinely interesting comedy plots every episode. Combine that with actually funny jokes, a nice soundtrack, and sexy ladies and you get something that's just really hard not to like. I haven't even finished it yet but I'm fairly certain this is my favorite comedy ever.

Only anime I've ever rewatched was FLCL, and I've probably done that about 7-10 times.
I don't think I ever rewatched any anime in its entirety. I only rewatch single episode, or arcs. The episode I probably rewatched the most is the final double episode of Code Geass R1. I blame the long wait.

I can't really call it rewatching but I ripped the audio from the first 10 episode of haruhi, the chronological 10, and I put it on my iphone around last year
I listen to them during my commute to university and it'd pretty convenient as they're ~22 minutes and my trains and buses take around that much time
the play count is broken here, I've definitely listened to them 300-500 times
initially I did this to practice my japanese listening skills, now I pretty much memorized every line in this damn show
but what keeps me sane is that I can imagine my own scenes in my head while the audio plays

Tenchi Muyo OVA (I bought it back around 1998, this predates the Cartoon Network airing of the series and so it is obviously unedited) - about 25 times
Urusei Yatsura: Beautiful Dreamer (the 2nd movie) - about 40 times

Back when I was in college (I graduated in 2001) the internet was still pretty new and primarily full of Geocities and Yahoo. I didn't even own a computer of my own until after I graduated from college.
So my only entertainment was a TV, a VCR, and a DVD player. I watched and rewatched the SHIT out of my collection because it was either that or American television.
I don't even want to know just how many times I watched Excel Saga. I have watched it subbed at least five times, dubbed twice, and once when watching it with the ADV Translation Notes, and holy fucking Christ did those fill up the screen.

I see a lot of Gurren Laganns too. Not surprised by that. Every time I watch Gurren Lagann I feel like I could take on the whole world by myself. I wouldn't call it a feel good anime really, but it's similar. Sort of inspirational I guess.

Really? this dub rubs me the wrong way more than most. Admittedly the cast works well together but it seems to forge its own path rather than attempting to the more subtle idiosyncratic traits of the original
