The virus was contained in a big zone and the rest of the world is okay. The main cast just need to travel a few km in some direction to find a fence and ask for help to the JSDF, but they don't know.
Must have been a conspiracy by a group of scientists who were either in a black classified government program or knew they'd be in big trouble, possibly facing criminal prosecution, over what they'd been doing with the zombie disease.
They either had a lab near the school or knew the school's principal and took advantage of its convenient disaster shelter to store their equipment inconspicuously.
The rest of the world, including most of the Japanese government, had no knowledge of the medicine or the scientists working on it, and the people in the know were probably the first to die when the outbreak happened.
