So /a/ why didn't one of the most popular VNs ever get an anime adaptation?
It wasn't popular. Not in moonland.
Because there are a bunch of visual novels that deserve an anime just as much as g-senjou
But they'd rather make anime out of light novels because industry.
5 out of the first 6 in 2008 already got anime.

It's the fifth most-reviewed VN on EGS.
Though only like the 90th highest-reviewed.

Review doesn't equal sale, the better indication of popularity.
Because most anime adaptations of VNs are shit. I can't think of any good ones and most of the passable ones have extremely cancerous fanbases (Clannad, S;G).
Also, G-Senjou makes use of a lot of perspective nonsense for its plot twists. They would not possibly be able to perform the bait and switch which whathisface not being Maou in an anime, since they'd have to show the design of both characters straight up. I am sure there'd be some methods to doing it but it won't work as well as in the VN.
It's similar to how LB's anime got delayed for so long; not only did Kyoani not have the time to do it, Key had some fears about how adapting it would work.
