Yeah, if you consider 80's and 90's there is no competition, it's not even funny to put them side to side, other than the fact that they're both animation they're almost incomparable. Even if we ignored the few mature cartoons and the various mature anime out there and only compared children aimed shows, even then, anime would still come out on top as the clear winner.

Most western cartoons are aimed at children, that's just the way it is, and so you'll almost never find something that will make you think or make you emotional.
Are probably some of the best around, and were very good shows, but they're still for children in the end.
I'm not saying that anime isn't made for children either, but you do get far more shows that are mature and have complex themes and such than in western animation as a whole.
It's pretty much all escapism anyway, so you can turn your nose down at it if you want, but anime is still better overall.

The examples you gave excluding Korra cater to a much different audience than what most anime producers try to cater to. This is probably also because of the giant divide between the cultures of the West and Japan.
A better example would be trying to ask which is better: Anime of stuff published in Shounen Jump or cartoons of DC and Marvel Comic characters.

Archer is kinda meh this season, but I still like Parks and Rec and Community.

As far as American cartoons go, the first 5 seasons of Futurama will always be one of my favorite series animated or otherwise. And King of the Hill is the most re-watchable series I have ever come across - it just doesn't get old. But both of those are long gone. There is also The Venture Brothers, another one of my favorite TV shows of all time, which is technically still running, even though it seems to take fairly long breaks in between seasons. Archer is pretty fun too, I guess, but I don't think it is really anything special or memorable.

Most western cartoons these days are episodic randumb no continuity shit that I am fairly certain are making the kids who watch it stupider. The censorship is a fucking joke and the medium is regarded as kids domains where even the slightest ambiguity and boldness is touted as revolutionary in the mainstream communities. Shows that try to be different are always first up on the chopping block and the networks are always screwing with the broadcasts to push their best merchandise movers. The production costs are astronomical, the talent pool is terribly limited and the creators aren't treated with respect.
The anime industry may be facing a creative and financial decline but at least it's not the fucking american cartoon industry.

A lot of what you hear about nanking is fabrication though. Or rather, it's not very possible to see what's fabrication or shit taken out of context and what isn't. If you do some research on both sides of the claims, you'll see what I mean.
It also doesn't help that the Chinese government is bat fucking insane about it and are doing endless propaganda on the subject. The Japanese aren't the only people responsible for the current state on the issue, but you'll hear it that way because they lost the war and did kill civilians.

I find Regular Show to be the better of currently airing Western cartoons, it reminds me of a more child friendly Mighty Boosh.
I also recently saw some of Teen Titans Go and Steven Universe, the first had a minimalist style that I didn't mind and was mildly entertaining. I never watched the last Teen Titans cartoon series so I cannot compare it to that. The latter I didn't funny at all and seem to focus on Steven being this weak consumer. I don't think it should be showing three characters (Steven, his father and the fat gem) constantly gorging on food and being idiots. They could have at least made the fat gem the serious and intelligent character rather than making three cookie cutter fat cartoon characters.
