It works like this: Mikoto is the best girl of the year, all years, and no matter what she does JC Staff rakes in money hand over fist whenever they put in her an anime. So anything with Mikoto in it gets 2 cour even if they have one cour of material.
Alright, then why not give all the main characters superpowers, and not push them back to the role of side character whose sole purpose is fanservice.
The only one without powers is Saten though. Hacking is like a power anyways so that covers Uiharu.
This thread is just me bitching on the lack of jealousy/resistance/rebellion on the levels 0 against the espers,dropped this show because that level 0 girl wishes to have powers, but then her friend Mikoto comes by and say it's fine, you have the power of friendship and stuff, then it's all fine. Just getting powers wouldn't magically make Saten more battle-capable. A complete amateur who doesn't know the first thing about combat or tactics would be largely worthless in fights of the caliber Mikoto usually gets involved in.

The jealousy and resentment of level 0s is prevalent throughout the Raildex universe. It was a major plot device in Railgun season 1 and the final storyline the Index anime did before going on eternal hiatus. Your rage would probably boil over if you read the novels and knew about Parameter List.
I don't think most of the named Level 0s throughout the series actually care that they're Level 0s, though. I mean, it seemed to bother Hamazura for a while, but he's pretty much over it. Touma and Tsuchimikado clearly don't really care either (though Tsuchimikado's a special case).

I think a lot of that is because the named characters see what kind of shit level 5s put up with and that the whole thing is a sham to begin with. They know the leveled espers are just fodder for dissection and that they are probably better off being level 0. Random students and skill-outs don't know shit about anything, so they think they are missing out on all that privilege higher levels seemingly have.
If this was gundam, Uiharu would gain the ability to enter SEED mode which would grant her the typing speed and data processing speed to modify computer programs on the fly, allowing for Jesus Yamato level BS.
Saten would instead gain psychic spatial awareness and the ability to sense hostile intentions the more she gets into battle in the mech.
They'd make the best team.

Well your problem is basically that what you want would go directly against how the universe works. Railgun is a spin off from Index, which explains it in greater detail, and in which their characters are already shown. AC isn't heaven or anything, and it has heaps of problems. People don't suddenly get powers. There are only 7 Level 5's and their identities are known except the #6. The Level 0's are the largest group in the city and the amount of people in higher levels gets smaller with the increase in level pretty much exponentially. This causes a lot of social unrest, which is a very large plot point in the series.
Mikoto herself has a bit of a special role in it. Being a Level 5 who worked her way up with sheer effort (or at least that's how AC called it, which is almost blatant propaganda), she's been used by the city as a proof that with hard work you can get higher up. Railgun is pretty much the story of Mikoto before everything went to shit, in a kind of pseudo-utopia. Everything seems nice on the outside, but the ramifications of a lot of things are not good.
Eh. Mikoto's still the only Level 5 who had to put effort into becoming a Level 5. At the very least, she put in more effort than the other six.

To be perfectly fair, Saten driving a mobile suit isn't THAT unusual. The machines in Academy City are designed to be as user friendly as possible. The Dragon Rider suit Hamazura wore in NT1 was designed to integrate with his thoughts and move at his command. It allowed him to instantly master both the suit and the bike. This is the kind of technology that exists in Academy City. So the idea that Saten can pilot a mech isn't that far-fetched if it's user-friendly enough.
The problem is that Academy City apparently has mechs shitty enough to lose to and be hijacked by a bunch of middle school girls in the first place.
Also, Judgment should NOT have that much power. It's basically an after school club. It doesn't have nearly the level of resources that Anti-Skill has.
While probably true, it doesn't change the fact that the city holds Mikoto up as an example that hard work can produce results, when the fact of the matter is you need alot of outside help in order to achieve anything - help that the city will withhold in most cases.
Even if the city did help you, those who don't have the potential just won't be able to get that far.
Mikoto had that potential. Saten probably doesn't.

Tsuchimikado's purpose wasn't to gain esper powers anyway. He's there for different reasons.
It must've bothered Hamazura, I mean he was a skillout. He only mellowed out when he was with Takitsubo.
It very clearly bothered Saten, and still does. It was a major plot point.
Komaba paid the ultimate price for it.
Also, Level 0's get a piss poor allowance compared to higher level espers. I can't see any way in which that would not cause issues.
Also a lot of the named Level 0's are actually aware of the shit which happens in AC. They know how AC treats higher level espers, and they know the kind of shit AC is capable of (dark may project anyone)?

However It'd probably be a lot more efficient to train someone like Kongou who has no problems with shooting things kilometers into the sky instead of someone like Saten who, being a level 0, probably only slightly disturbs the air around her.
That's the thing that makes Mikoto special. She was the only Level 1 who could potentially make it to Level 5 with some effort. There are probably some Electromasters who might start out at Level 2 or 3, yet never really make it past that.
Frankly, the vast majority of Espers just don't have what it takes to make it that far.
That was also the issue with Takitsubo. Academy City tried everything they could to boost her up to Level 5 but nothing they tried worked. She was deemed as a failure and that's why they gave her Body Crystal. As of Volume 22, the possibility of her reaching Level 5 seems to have opened up a bit, but there's still no guarantee that she'll ever get to that point. She has a potentially tremendously useful ability, but there's just no surefire way to get her to Level 5.

Say Saten's upper limit is Level 4 (same level as Kongou is currently, same power). However, it would take a fuck ton of resources and like a decade to get her to that level. Meanwhile, Kongou has roughly the same power, but it would take much less resources to get her to Level 4. Obviously, Kongou is going to get focused on instead of Saten.
Look at Mikoto. How come there are like no Level 4 electromasters aside from Misaka Worst? Because Mikoto had the potential to get to Level 5 within a very short amount of time (or the only one capable of doing so). So all resources got focused on her. It's a simple cost-benefit analysis.
Do people really want another season of Index or Railgun with JC Staff handling it?

You need character development to reach Level 5, Takitsubo presumably didn't really have the drive or spark needed to improve any further.
Consider that AC's interest in her resurfaced again after she protected Shiage against those Dark Matter goons, and the Beetles
Think about what they did with Mental Out to make it worth shit. It seems normal methods don't work with certain abilities, specially with AIM stalker being one of the weirdest ones.
Looking at how the known high level espers describe using their powers ("using the equations for x", "applying them to y" etc.) I'd guess that they need to understand the laws of how their powers work to be effective. That'd make me assume that part of the training includes learning about the physical laws governing their powers.
The problem with Takitsubo then is, AIM fields are still an active research topic. And Takitsubo's power works through observing and altering the AIM fields themselves. They have no fucking clue how it works, so they just went with the brute force method which is body crystal.
JC Staff I can take, they just need to get a better director aboard if they ever do anymore. Nagai takes things too slowly and inserts too much filler; Hiroshi throws out too much content.
