All jokes aside, this does make me think, why is there no consistency across countries about emergency numbers? If, say, an American, were abroad in Japan and got in an accident, he'd know 911, but not 110. I doubt most people look up the emergency number for every country they go to, especially if they travel a lot, so shouldn't there be a consistent number or a function that contacts the local emergency number if you enter a set number?

True, but I was thinking of something world-wide, or at the very least a number for each phone manufacturer that looks up and contacts local emergency services based on your location.

If you were just vacationing in a single foreign country, sure, but lots of people traverse several countries a day due to their jobs. Should they look up the emergency number for every single country they enter if they're going to be there for an hour or two?
