In that case it wasn't a matter of who had more reiatsu but simply Ichigo not sharpening his blade with reiatsu, just like he also had trouble cutting Hierro while the other captains had much less trouble with it.
What Aizen said is not a rule. It certainly helps to decrease the damage taken or to suppress certain abilities. But in Soifon's case it leaves an imprint on the victim's body, and she was already exhausted, and yet she still stabbed Aizen nonetheless. And back to Zaraki's case as soon as Ichigo put some reiatsu into Zangetsu he was able to cut Zaraki without difficulty.
As Nodt's ability works through poison and that's not something that can be peeled off like a butterfly sticker if you rub it hard enough.

If the Gotei 13 had decided to ever go against its founder Yamamoto, he could have wiped them all out by himself.

I don't have any evidence (obviously) but I don't think it would be too far-fetched to think that Yamamoto is Royal Realm tier in terms of power level (or at least was, 1000 years ago). It just so happens that in the Royal Realm, with close proximity to the Spirit King and whatnot, your power probably deteriorates slower, if at all.
Maybe the Gotei of old just used to roam the spirit realm in search of fights. Perhaps Hueco Mundo was also directly connected to the same place Soul Society resides in. That way the Gotei would have stuff to do all the time. Maybe the Shadow Realm was also connected somehow.
Enter the Spirit King. The Gotei meets them and they perhaps challenge him to a fight first, but he has a proposal for them. Perhaps some of the original Gotei are against it, so they are exiled or murdered by their comrades. The Spirit King's proposal leads to the creation of Soul Society and the Royal Realm. The King requests some of his finest Gotei members to protect him at his palace, however Yamamoto himself refuses, because Soul Society is his thing now.
Fast forward to now: Yama is weaker than and perhaps looked down upon by the Royal Guards who perhaps think he was dumb to refuse the honor of serving the King right on his doorstep.
Disclaimer: all of this is fan fiction and I have nothing to base this on. Take from it what you will.
This is probable, but take into account Hikifune, who joined little over century ago. Or Unohana, who predates Gotei 13 like Yamamoto.

I'm gonna assume that the basis of the Royal Guard selection simply what they said it was: they have created something that the Gotei or the Spirit King would find useful.
Unohana probably has a great deal of respect for Yamamoto and maybe decided to stay behind as a bodyguard of sorts. We all know how that turned out, when Yama told her to stay in her quarters.
Also, perhaps Soul Society was established by Yamamoto even before the Spirit King approached them. Perhaps he saw them as a valuable asset (and could provide them with... something? in return) but he required their protection.
Urahara has (if we are to believe Aizen, and Urahara's subsequent reaction) seen the Spirit King, which means he may have been present when the deal was made. It would make sense that he knows so much about the stuff the RG have invented, if he hung out around them as a kid.
Mayuri knows about what happened 1000 years ago, has been in prison for... something or other, for the last... probably less than 1000 years? Also he apparently knows Shutara.
Also as far as Shutara is concerned, I think she was the one who created the Shinigami uniform. Perhaps the uniform has more secrets we don't know about.
In the end, none of this matters because Kubo is just gonna Kubo.

She dragged a 'regular human' into the twisted world of hollow and shinigami.
She is taken away by those she loves, Byakuya and Renji to be executed by the hand of her fellow collages.
Her friends from earth, namely Ichigo constantly risk their lives and almost die several times over getting horribly injured all for her.
She faces death it's self multiple times.
Byakuya, the brother she loves and respects with all her being promises to kill her himself.
She watches as Ichigo and Renji are both almost killed by Aizen, powerless to do shit.
She is forced into combat with the twisted reanimated body of her former mentor who she had already killed and she almost dies killing him again.
She is forced to listen as watch as Ichigo faces the truth possibly betraying Soul Society.
Her brother almost dies on the battle field during the Quincey invasion.
There is plenty more shit I could say and I could go into so much more detail but I'm sure you get my point, Rukia is one of the most mentally hardend characters of the series who has overcome practically all of her fears already, any 'fear' As Notd can pull out will have little to no effect against her resolve now.

Thats not poor writing at all. After the Royal Guard training she would definitely be confident in her abilities, enough to claim to be fearless. She could easily have been over confident, or it could be a bluff.
