That one really improves once you realize it's a parody, but becomes gold only at the oil slide. It's like it was channeling cromartie high school.
With my low powerlevel, either Paranoia Street (how often do translated non-oneshots by Kago even show up?) or Fourteen (I actually need to finish this).
Yokohama Kaidashi Kikou and Otoyomegatari are my personal favorites at the moment, as I happen to enjoy peaceful slice of life and historical settings. Ryushika Ryushika gets a special mention for being a great slice of life by Yoshitoshi ABe that is currently being neglected by scanlators.

It's great, but I feel that it drops off after the match with Shinryuji Nagas and even more so during the World Cup. The match with America was pretty boring, and Tatanka didn't do shit.
Finished pretty recently but Oyasumi Punpun was quite the journey, I was going to start re-reading it again, I want to catch stuff I missed. Probably one of the best manga I've read.
Then again 95% of what I've read is yuri and trap manga so take my opinion with a grain of salt.

My favoirite manga? Eh, hard to tell, they all have some major problems, but probably Nausicaa.
Monster works much better as an anime. So 20th Century Boys is the best one, followed by Kaiji and Homunculus.

I'd agree on E21 losing some steam from Naga onwards.
Not because matches are bad, but because you get like 5 matches in a row solved in the same way - last action on last second that gets Devil Bats 1 point over the opponent and win cause time has ended.
It's ok one time, maybe 2, but it happens in all matches of the whole Regional Torunament + Christmas Bowl.

As for recommendations, you can simply browse BakaBT manga for titles and tags that look interesting. After looking at the description and sample pages, you can read the user comments on each of the description pages. That will give you more insight into the manga.
My favorite manga is Nausicaa.
While there have been other manga that made me have larger emotional spikes, they weren't consistent or did too much pandering towards getting an anime that would have merchandisable products thus sacrificing a bit of integrity in doing so. Nausicaa kept on having many good strong moments and a great ripping yarn that was both epic and personable. Personable you say? How can that be? Well, it's a quality that many other mangas don't have. This picture was originally posted on 4chan in 2004.
Maybe, but the matches are very different otherwise.
During the Shinryuuji match, they had to pull miracles just to score a single point.
During the Ojou match, they were on fire once Monta got his technique.
During the Dinosaurs match, they were actually a superior team, until Hiruma got injured.
The Christmas Bowl is basically a retread of the Shinryuuji match, though. I'll give you that.
Just checked out Honeymoon Salad and noticed a "love-triangle" tag. As someone who can't really mess with that, is it enough to detract from the actual romance aspects?
To give you an idea where I'm coming from, my romance pick would probably go to Ai-ren.

Well I didn't start the thread, but I'd much rather have a genuine discussion of truly good manga more frequently. (At the same time I nod to the fact that most recommendation threads are not that.) Also, I agree that a comparative argument like the one I made is weak but, this is one of the better threads on /a/ at the moment. It could use a bit more discussion though. Like what this fellow did.
So to that end I'll give a little insight into my picks.
Hetakoi - One of the few manga where a beta male MC is actually interesting or sympathetic in any way. It actually looks at peoples insecurities as a subject matter rather than a prop.
Bakuman - A 'write what you know' perspective on mangakas with battle elements? Brilliant. Got a little whacky and the romance was not for me, but still it was intense. It was about drawing shit and it was intense.
Oyaji - Short, sweet, the soul of manhood.
Oh, and to the people who brought up Surmie, Pluto and Franken Fran. . . I offer thee fist bumps.
